Meet SCA
Construction

SCA Construction is a stormwater management company offering comprehensive infrastructure solutions that serves clients all over the southeast.

Our goal is to provide cost-effective proven solutions to the infrastructure that makes our cities run. No matter the project, our team can provide a way to meet and exceed the needs required by your organization.

COO & Co-Owner

Tommy Smith

Tommy Smith grew up in the mountains of North Carolina where he attended Western Carolina University. Growing up on a Tobacco farm with 80 head of beef cattle, Tommy wasn't afraid to work. After graduating at the top of his class, he moved down to Atlanta Georgia in the 90s. From that point, it was full speed ahead in starting his own business. Starting with lawn maintenance turned pond building, Tommy landed in storm water after noticing the tremendous need in the market. As time went on, SCA’s reputation grew leaps and bounds as one of the leading contractors in the area covering all things stormwater related.

What We Value

As a company, our values serve as the foundation for all that we do. They guide our actions, decisions, and relationships with our clients. We believe in honesty, integrity, and transparency in all of our dealings. Our top priority is to provide excellent customer service, and we do this by treating each client with respect, fairness, and understanding in a world that can seem like smoke and mirrors to the untrained eye. We are dedicated to meeting and exceeding the expectations of our clients, and always aim to build long-lasting, mutually beneficial relationships. When working with us, our clients can trust that we will always act in their best interests, and that we are committed to providing the highest quality products and services. We believe that these values are what sets us apart, and are what make us a company that our clients can depend on.

Our Story

SCA started from the ground up offering residential drainage solutions in the metro Atlanta area. These solutions were majority residential, and small in nature. Over time, as word got around about our founder’s high standards, efficient work ethic, and habit of treating clients right, our customer base grew and grew. Over time with what started out as a will and a dream has turned into the company we are today. As our service base grew larger, our focus stayed the same. In short order, our reputation has become synonymous with large scale stormwater repair including everything from culvert repair to dam reconstruction. Though project values have climbed over the years, our relentless focus on client experience, care, and quality have remained the same.

CEO & Co-Owner

Reese Alley

Growing up in the metro Atlanta area, Reese Alley was keenly interested in business. Early in school, he could have been found selling trinkets, landscaping around the neighborhood, or anything else he could figure out. Less than 6 months after graduating high school, he found himself with 9 full time employees installing drainage systems all over the city. In the years preceding, hardship fell, and Reese decided to move on to other business. After a short phone call with Tommy, one of his original mentors, they decided to merge companies, and the rest is history. Together, with both skill sets, growth and expansion are inevitable.

Madison Weatley

Madison Weatley grew up in metro Atlanta where she attended Kennesaw State’s Coles College of Business studying finance and business administration. Her work ethic and tenacity has been a perfect reflection of the incredible service she has contributed to the organizations she has been a part of. During her time at KSU, Madison evaluated, created, and provided key operating systems for SCA that we still use today. It can easily be said that if you have received any information from SCA, it was on Madison’s command.

Garrett Lyle

Garrett Lyle grew up near Orlando Florida, then moved to metro Atlanta while in school. After graduating, Garrett was a hard worker, aiding some of the largest contracting companies in the area with his services. As time went on, Garrett came on board with one of Reese Alley’s original companies dealing strictly with stormwater where with boots on the ground, he learned the in’s and out’s of various systems and installation processes. Once he learned the ropes, he ventured off on his own for a period of time learning the crucial owner’s mentality required to properly evaluate large projects. After catching up with Reese at a small get-together, hearing of the merger, Garrett decided to join forces with SCA. Today, Garrett is incharge of SCA’s sales and estimating department, ensuring and upholding our front end client experience.
